Body Worn Camera Expert Witness

Body-worn camera footage has become central evidence in nearly every use-of-force and police response case — but footage alone doesn't tell the whole story. Frame rate, field of view, low-light performance, activation timing, metadata, and chain of custody can all shape what a camera does and doesn't capture, and how reliably that footage can be interpreted.

I hold an Advanced Body Worn Camera Certification through the Force Science Institute and serve as a certified Body Worn Camera Instructor for Axon systems — giving me both an analyst's and an instructor's understanding of how these systems work, where their limitations are, and how officers are trained to use them in the field.

What a Body Worn Camera Review Covers

• Footage authentication and chain of custody — verifying the integrity of the footage from capture through production

• Technical limitations analysis — frame rate, field of view, audio sync, low-light and motion distortion, and how these affect what the footage actually shows

• Activation timing and policy compliance — whether activation occurred consistent with department policy and training

• Comparing footage to officer accounts and reports — identifying consistencies, gaps, or discrepancies between video and written/verbal statements

• Metadata and redaction review — assessing whether footage has been altered, redacted, or produced in its complete, original form

• Multi-camera and multi-agency synthesis — reconciling footage from several officers, agencies, or third-party sources (surveillance, bystander video) into a single timeline

Beyond certification, I bring 19+ years of active law enforcement experience — including 14 years on a multi-jurisdictional tactical Emergency Services Team — to reviewing footage from real high-risk incidents: barricaded subjects, armed encounters, and rapidly evolving use-of-force situations. I know what these situations look like from the inside, not just from a training manual.
